What is the penalty for icing a team that goes over the cap?
Is is the loss of a pick or a fine?

What is the second penalty if the team refuses to meet cap obligations?
More loss of picks and a bigger fine?
 
Can't say I know the answer but I would think if a team was above the cap ceiling or below the cap floor, games would be forfeited at the conclusion until compliance is met.

I can't see how either would happen because it's in the interest and of greatest value to the owners that these conditions be met.
 
from my ignorance I would say probably not picks but certainly huge fines similar to the NBA when cap complience mean luxury tax.
 
it was my understanding that a team is allowed to go over 10% in the offseason and I have no idea what a penalty could be for violating this.
I had heard somewhere that if a team goes over the cap during the season they forfeit every game until they make a move to get back under it.

just hearsay though...
