This is less a matter of him starting ahead of Bernier, and more about giving Bernier a night off, while keeping Reimer from going almost a month between starts. On average, backup goalies start about 1 of every 4 games. That's roughly 3 games every 4 weeks. When paired with another goalie who A) has yet to have a full, healthy season as a starting goalie in the NHL and B) is coming back from a significant knee injury, for the sake of the team's success and that starter, the coach needs to maintain that pace - and, especially when the starting goalie hasn't exactly been lights out, either.
Fine. Go ahead and make a hogshead of sense then.
