Yeah. That's just a longwinded, more complicated way of saying "No, they don't actually accrue cap space once they go into LTIR usage."
 
It's really no different than how 10-5 is the same as 8-3.

The cap is the cap. there aren't any loopholes; every team gets the same amount. Practically speaking (and as much as fans need to know) there is no "bonus" for maxing out your cap or LTIR. Rather than saying "cap hits for players on LTIR don't count against the cap" (which is the easiest way to look at it), they say "cap hits for players on LTIR DO count against the cap, but also we'll increase your cap to match....if needed."

Honestly, it's not even worth thinking about. The only thing that might be of concern is whether a player goes on LTIR or regular IR. because regular IR does impact the cap.

Largely yes. The only difference is LTIR incurs additional restrictions and a slightly smaller cap because it's hard to hit the exact regular Cap before pulling the trigger on LTIR; e.g. performance bonuses for players added using LTIR relief needs to fit within the performance bonuses amount put on LTIR. It also flips the team to annual cap hit calcs, rather than daily cap accrual (like adding those 6M+ players at the deadline).
