I don''t disagree with your general point, but the rule Deebo quoted does say it has to be "deliberate."  So they have to judge intent.

Deliberation on where the puck is propelled in that ruling is irrelevant. The deliberate clause refers to whether the player was moving the puck with his foot.

? Nobody is disputing that.  I felt it wasn't deliberate, and then the point is that the refs are supposed to judge that.
