Stamkos stays in Tampa [8 years, $8.5mil AAV]

Regarding Tampa's cap situation, the following players have 2 years left on their deals: Carle ($5.5mil AAV), Filppula ($5mil AAV), and Garrison ($4.6mil AAV). I think Filppula and Garrison are definitely movable at those rates. Carle's contract is pretty bad, but a year from now maybe they can entice a team to take it.

Some things are hard to explain, as they are finding out today in Montreal and Edmonton.

Its still the Shanaplan not the Stammerplan after all.

Best alternative outcome to him being a Leaf, was him staying put all along.

Why'd he wait so long to go back and sign his original offer?
 
It's pretty obvious to me that Stamkos at least wanted to hear what the Leafs had to say.  He likely wasn't impressed with the numbers being discussed, and maybe position played into it as well (in years 2 onwards we need you to be a winger etc), and he decided to stay in Tampa.  He probably told Tampa  to hold on until this time back when the original offer was given. 

If this is the case, this is prudent Leaf management, telling Stamkos if you are going to come, you are going to come on our terms, not yours.

I think Stamkos is cursing the Leafs winning the lottery, which in my mind changed the course of action for the Leafs...as it should have.

That was my first thought after the lottery as well. But then I heard one of the usual suspects - McKenzie? Dreger? - mention that the Leafs winning the lottery would likely make Toronto a more attractive destination for Stamkos. And I actually think that makes more sense if he's interested playing for a competitive team.
