I'm not sure that's true.  They have a slower game (relative to the NHL) and they seem to routinely have botched calls.  The NFL adopted far more extensive replay than the other leagues because of the gambling implications of the blown calls the refs were making.

I said they were far from perfect, it's human error after all. But for the most part, the same things are called habitually and they're called regardless of the "importance" of the situation.
 
The Leafs make a lot of low percentage plays on the PP (or in general). Whipping passes to each other a kilometre apart isn't likely to work. They just don't seem to know how to work as a unit.

I don't get the sense that they practice the PP much, either.  And given how ugly their game is in other, more important areas, I don't blame them.

Some of that comes back to the fact that they have the defence set up in a way that eliminates the blue line one-timer. Basically, the only plays they have available to them are throwing it around the outside until a shooting lane opens or trying to go cross crease for a one timer.
 
I find the Kessel/JvR/Bozak powerplay unit works well together and opens up different options either down low to JVR, from the hashmarks with Kessel, or from the point with Franson and Phaneuf.....I think it all starts with JvR going to the net

The other line has no one going to the net. They are basically on the perimeter the entire time and it's quite easy to play the box and force them to make an errant pass.
