Well, the teams needs a 2nd alternate captain with Komisarek not playing, and players that aren't playing generally aren't on the ice for the pre-game skate. Not really any subterfuge there.

You can go with 1 alternate but it's very rare. The Leafs have always gone with 2 alternates. Armstrong and Komisarek are the original alternates, but both Kessel and Grabs have worn the letter when those two were out.

In that situation, teams generally go with 3 alternates.

It's not a rule, per se, but, it's something the Leafs have done with regularity. It has no deeper meaning than the team wanting 2 alternates in the lineup.
