Anyone else kind of think that in a league that's hungry for scoring there should be a rule change that on a penalty that results in a penalty shot the penalized team should, if they stop the penalty shot, still get the two minutes down a man?

I agree in the sense that that seemed like a pretty obvious penalty shot call but in this situation I think the two minutes is probably just as good if not better for the Leafs.

Not terrible.  I don't mind it.

True, a good point.

As for your proposal, it's good except it seems like it could lead to a lot of lobbying for penalty shots on every breakaway play where something is called.

What if the team got only 1:30 instead of the full 2?

That probably exists already regardless. To be honest, I'm more inclined to say the team should get the two minutes whether or not they score on the penalty shot.

 
Terrible officiating that could have cost us in the end. We should have had a penalty shot and numerous other minor penalties (including the one they changed their minds on and the guy who ran our goalie) that the refs seemed to overlook because of the 4-0 lead.
