He's young enough, cheap enough and can't be traded at the deadline this year without offering up for free to any other team that put in a claim for him when the Leafs got him.

He's worth more in Toronto right now than a trade would likely fetch anyway.

That's also true. They need to see what he can do in a more prominent role before they make a decision on him. He's a guy who might be in the mix to be moved at the deadline in the next season or two, depending on how things go for him and the team, but not this year.
 
Thinking about it a little, my concern with Panik is that he could turn out to be a lot like Ponikarovsky - a solid contributor on a mediocre to bad team, but not able to contribute on better teams. That's not the worst thing in the world, obviously, as those type often get reasonable returns at the deadline, but, just something to look out for, I guess.

Yup, becoming a development team, flipping talent at the right time is exactly what the doctor ordered for the foreseeable future, overall. Panik seems to have the tools but needs to develop some consistency.

Anything they get for him is gravy.
