Campbell was on the normal IR after his injury had been evaluated (though, looks like the team never made an announcement that, for whatever reason). Once it became better for the team's cap position, he was shifted to LTIR.
Getting grossly off topic but might be worth explaining that Campbell never actually was on the normal IR and why that happened. Basically, when Campbell was initially hurt the Leafs had 3 options:
1) Place him on LTIR. This of course would have given the Leafs some cap relief but they had to be certain that he'd be out for the appropriate length of time when they did it. It's possible they weren't certain the extent of his injury right away so they didn't opt for this.
2) Place him on regular IR. This would have opened a spot on the active roster but the Leafs would still be on the hook for his cap hit and Hutchinson's cap hit when they recalled him. This would have caused some cap headaches for the team and probably meant they could only carry a 20-man roster so they didn't opt for this either.
3) The Leafs could keep Campbell on the active roster, and use a wrinkle in the new CBA rules for this season only that allowed them to recall Hutchinson without having his cap hit count against the teams total since one of the teams goalies on the active roster was unable to play due to illness or injury. Capfriendly calls this the "Emergency Roster Exception". So in this situation Campbell's AAV still counts but Hutchinson's doesn't. This is what they opted to go with until they determined that Campbell would be out long enough for LTIR to make sense.
So here's a recap of how/when everything happened, using CF's
transactions page as a guide:
January 26th:
-Campbell stays on the active roster but is unable to play because of illness/injury
-Hutchinson is recalled via the Roster Emergency Exception
-Woll is called up to the Taxi Squad to be the teams 3rd goalie
January 27th to February 7th:
-Hutchinson is bounced up and down between the Taxi Squad and the Leafs, always being recalled via the Roster Emergency Exception
-Woll is still on the Taxi Squad
February 8th:
-Campbell is placed on LTIR
-The Leafs are no longer able to use the Roster Emergency Exception to recall Hutchinson, and he is sent down to the Taxi Squad and then recalled via Emergency Loan, which means that his cap hit now counts but since it's an Emergency Loan the clock on his waivers expiration still does not start
-Woll is still on the Taxi Squad
