I think a lot of it will depend on who they plan on pursuing for those roles. If, for instance, they plan on going and offering a ton of money to an established coach then you have to figure they'd want that coach to come in with as much freedom to build a staff as he would want.
The thing with Nonis, I think, will be whether or not they make official what's fairly obvious already, namely that he's the GM in name only. It seems unlikely that the team will go out and hire a GM who'll have a ton of autonomy so the only question is to what extent Shanahan cares about the appearance of Nonis sticking around.
