No, you can only have one active claim at a time.

As I understand it, it's only static in the off-season and is fluid based on the standings during the season.

That might have changed though.

The Leafs will have 1st dibs on waivers until November 1st. That's when it starts to go by the current regular season standings.

Yes. That's exactly what I'm saying. The #1 team gets the first shot at every player on waivers, and can claim them all, if they want.

Not true. You can have as many active claims as you want. It's just unusual for teams to claim more than one player because they have to have available spots on the 23 man roster (or be able to make a spot by noon on the day of their next game) for every player they're awarded.
