It makes sense but then CHL teams only keep their top players for about half the time that they normally would, and they lose out on them in the prime of their junior careers. So good luck convincing them to agree to that.
Why would they get a say?
Well there's a transfer agreement between the CHL and NHL/AHL. That is whats been preventing teams from sending 18/19 year olds to the AHL in the first place. Or at least I should say that there was a transfer agreement. I believe it expired after last season and haven't heard anything about it since.
With that said, I get what I think you were saying. If the agreement has expired and this situation is up for debate I don't understand how the CHL could keep the NHL from demanding that signed 18/19 year olds be allowed to play in the AHL.
