An offersheet would not involve this year's draft picks. It's generally not a smart team building strategy, as you basically to significant overpay in terms of both the cap and the assets sacrificed. It's best avoided.
It is best avoided, unless, you want to drive up the price, and the cap hit, for a competitor. I'm surprised it's not done more often.
