Without wanting to get too deep into the specific courses of action available, there really was only so long that situation could go on without something happening. Having Western countries agonize over policies about taking in a miniscule number of the refugees without a coherent plan to deal with the situation creating all of the refugees was eerily reminiscent of past errors in Sudan and Rwanda.

He doesn't, but he's also not stupid (at least, I don't think he is). I imagine the play here for him is to use Syria as a negotiating piece in regards to the Ukraine/Crimea situation. Not sure how much that'll get him, but, leveraging this situation to improve one closer to home seems like the smartest move for him.

If he kills British ground troops or RAF fighters, there is no walking things back any longer.
The British parliament compared him to Mussolini and Hitler, they are getting ready for war.
I struggle to see how they get back to the negotiating table as soon as Britain and by extension Nato declare war, that's indirectly what they are proposing.
