I think it's more that no one has any idea what we're doing because Burke is always changing his tune.

First we weren't doing a 5 year rebuild, now 4 years in we're not trading what depth/prospects we have to make the playoffs.
 
Why do we need a label for it?  Can't we just say (and this could go for most all GM's unless they outright put a name to it) that the GM is trying to strengthen the organization for present and future success?  Who cares if it is called a rebuild or a retool or whatever?  It's just a title.  Maybe it might matter to those who can hire/fire the GM, but other than that, I assume every GM is trying to do what I said above.

Agreed. What matters to execs who hire and fire is the plan the GM has to accomplish all those things and how on/off track it is.  Us fans aren't going to find out much of the details of that plan, but team execs would scrutinize, pick apart and question any hockey exec on it, especially after some disaster seasons. 

Burke says lots of things publicly but if people haven't learned to take them with a 50 foot high pile of salt then they are in crazy-imaginary-literal-world.

Well, the words only mean anything if they're actual reflections of the strategies being taken. I mean fundamentally you're right. If Burke came out and said "Nothing else matters except this year so we're going high on the hog to get into the playoffs" and then went and traded a bunch of players for picks then his actions would matter more than the words.

The reason why you'd try to label something a retool or a rebuild or whatever is because it would reflect the approach being taken and the balance being given to present/future success in terms of the moves being made. GM's have to make choices in that regard and while all GM's want to look after both sides of things the reality is that you can't really look after both at the same time.
