Realistically, a top 4 pick is out of range. Considering how poorly the bottom 4 teams have fared this season, the Leafs would basically have to play ~.300 hockey to even have a chance of one of those teams passing them. That's just not something an NHL team is like to see over a 30+ game stretch. They might be able work their way into 5th or 6th by playing ~.450 hockey, which is entirely possible (though, I think, unlikely).

Yeah, but I thought they upped the odds of the lottery to penalize the ineptitude of the Oil.

They evened the odds out a little so that, now, the last place team only has a 20% chance of getting the 1st overall pick, whereas it used to be ~50% - but, a lot of that came from the change that made it possible for all non-playoff teams to win the 1st overall pick in the lottery, instead of just having the winner move up 4 spots. While the odds of winning for a lot of the less terribad teams have close to doubled in some cases, they're still not favourable.

Next year is the big change. 

Three separate lotteries for 1st overall.  Then a lottery for 2nd overall.  Then a lottery for 3rd overall.  The odds are still weighted heavily in favour of the 28th-30th ranked teams but a much better chance for teams to move up.
