The Leafs right now are 11 million under the cap and that's with Horton on the books

I was using NHLnumbers. It looks like the discrepancy might be about Lupul's deal and which Marlies are being counted on the Leafs cap.
Either way between Horton's deal and the off-season 10% leeway actually signing Stamkos shouldn't be a problem if they want it to happen. Making it fit might take a trade or two but of all the reasons not to sign Stamkos that doesn't seem too high on the list.

Once you go into your LTIR space, you're considered to be maxed out when the season ends, and performance bonuses aren't awarded until after the season. With the number of players on ELCs expected to play prominent roles on the team this season, that could lead to a big chunk of dead space.

EDIT: And capfriendly has a pretty detailed description of how they believe it works. Still no idea where they're getting it from. The phrase "season opening injury reserve" does not appear in the CBA.

So even if all their information is accurate (and despite not being able to find it in the CBA, they usually are so I'll give them the benefit of the doubt here), it wouldn't apply to Horton or Robidas unless they made a valiant comeback effort and re-injured themselves.
